How do you verify a Dubai green-building claim?
Ask for the certificate or official project record and match the issuer, exact building or phase, rating system, version, certification level, date and certificate or project ID. A developer saying ‘green,’ a product conformity mark, or compliance with a minimum building rule is not automatically proof that the whole building earned a higher Al Sa'fat or LEED rating.

Dubai Municipality says its green-building requirements became mandatory for all new buildings and facilities from 1 March 2014 and were reissued as Al Sa'fat in 2017, with updates in 2020 and 2023.
The buyer's job is to identify exactly what was certified. Building, fit-out, community and construction-product certifications have different scopes and should not be substituted for one another.
Separate four different sustainability claims
| Claim | What it may establish | Evidence to request |
|---|---|---|
| Al Sa'fat building rating | Dubai building compliance / achieved rating under the stated version | Certificate, rating, version, exact building/phase and date |
| LEED certification | GBCI-reviewed achievement under a stated LEED system and level | Project directory record, project ID, level, version and date |
| Green product conformity | A specified material/product meets a listed certification rule | Product certificate, model, scope, issuer and validity |
| Developer sustainability target | An intention, design target or portfolio statement | Do not call it certification until the issuer confirms achievement |
Eight-field certificate check
| Field | Question |
|---|---|
| Issuer | Which authority or certification body issued it? |
| Asset | Does the record name this exact building, phase or fit-out? |
| System | Al Sa'fat, LEED or another defined standard? |
| Version | Which version and project type were assessed? |
| Status | Registered, targeted, precertified or finally certified? |
| Level | What verified rating or points were awarded? |
| Date | When was it issued, and is recertification relevant? |
| Identifier | Can the certificate/project ID be checked with the issuer? |
USGBC explains that non-confidential LEED-certified projects appear in its public directory with fields such as project ID, location, initial certification date, level and points. A directory miss is a reason to request more evidence, while recognising that confidential or older records may not appear publicly.

- Request recent utility consumption for the occupied unit or comparable building, normalised for area and occupancy where possible.
- Inspect glazing, shading, cooling controls, ventilation, water fixtures and commissioning records.
- Check whether promised systems are installed, operational, maintained and included in the service-charge budget.
- Compare indoor comfort, maintenance history and actual bills; do not infer savings from a badge alone.
- Keep the certificate and supporting records with the SPA and handover pack.
Frequently asked questions
Are Dubai green-building requirements mandatory?
Dubai Municipality says the Green Building Regulations and Specifications became mandatory for all new buildings and facilities from 1 March 2014. The framework was later reissued and updated as Al Sa'fat.
Official source: Green Building Certification / Al Sa'fatDoes a certified construction product certify the whole building?
No. A product conformity certificate applies to the stated product and certification scope. The buyer still needs building- or project-level evidence for a whole-building rating.
