What is the difference between a master developer and a sub-developer?
In Dubai law, a master developer is a licensed developer classified in that role. A sub-developer is also licensed, but receives from the master developer the right to develop part of a master project under the Master Community Declaration. Put simply: the master developer governs the wider master project; the sub-developer delivers a defined part of it. Neither label alone proves that a specific property is safe or suitable.

The distinction matters because the party selling your unit may not be the company responsible for the wider roads, landscaping and shared community facilities. It also is not necessarily the management company that operates the building or common areas after delivery.
For a buyer, the practical question is not which brand name is largest. It is which legal entity appears in the sale agreement, which entity is registered against the project, what the approved project and escrow records show, and which documents allocate responsibility.
The official Dubai definitions
| Role | Legal meaning | Practical scope |
|---|---|---|
| Master developer | Licensed and classified as a master developer | The wider master-project framework |
| Sub-developer | Licensed; granted the right to develop part of a master project under its declaration | A defined plot, phase, building or component |
| Developer | Either a master developer or a sub-developer | The term alone does not identify which role applies |
| Management company | RERA-recognized specialist for managing facilities, jointly owned property or common parts | Operations and maintenance under its appointment—not property development by definition |
Who is responsible for what?
| Question | Usually starts with | Document or record to check |

Law No. 6 of 2019 defines a master project as development of vacant land with infrastructure and common service facilities, subdivision and buildings or compounds. It defines the master plan as the plans and drawings prepared by the master developer and approved by DLD and the competent authority.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyArticle 19 says the master developer undertakes management and maintenance of master-project common facilities and must outsource that work to a management company under a written agreement approved in advance by RERA. That does not make the master developer the day-to-day building manager in every case.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyThe Master Community Declaration is the connecting document
The law describes the Master Community Declaration as the conditions governing development and operation of the master project, jointly owned property and common facilities, including planning and construction standards. Article 21 requires the master developer to issue it before disposing of land, buildings or units in the project and requires RERA approval.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyFor a buyer, this means a sub-developer's project does not sit outside the wider community framework. Ask which master-community rules, usage charges, design controls, access arrangements and future-phase rights affect the property, then compare those answers with the sale agreement and disclosure documents.
Why a master-developer name is not a safety guarantee
The labels describe legal and project roles; they do not guarantee delivery dates, build quality, resale value, rental returns or contract terms. A large master developer can sell its own project, and a separate sub-developer can sell a component inside the same community. The exact seller and registered project still require verification.
For off-plan property, DLD's Project Status Enquiry displays project status, completion, developer details, management-company information and escrow-account details. Use the exact project name or number rather than assuming the master-community brand identifies the seller.
Official source: Project Status EnquiryDubai's interim-register law states that a master developer or sub-developer may not start a project or dispose of units through off-plan sale before possessing the land and obtaining required approvals. This regulatory condition is important, but it does not replace a review of the specific contract, project and payment instructions.

Master developer, sub-developer and community manager are not synonyms
A master developer shapes the wider master-project framework. A sub-developer develops a granted part of that project. A management company is a RERA-recognized specialist that manages facilities or common property under the applicable appointment. One corporate group may appear in more than one commercial role, but the buyer should still identify the legal entity performing each role.

What is a master developer in Dubai?
It is a person or entity licensed to conduct real-estate development and dispose of units, and classified as a master developer under Dubai legislation. The wider master project includes land development, infrastructure, common facilities, subdivision and buildings or compounds.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyWhat is a sub-developer?
It is a licensed developer granted by a master developer the right to develop part of a master project under the Master Community Declaration, and classified as a sub-developer under the applicable legislation.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyIs a sub-developer the same as a construction contractor?
No. The legal definition used here describes a licensed developer entitled to develop and dispose of units in part of a master project. A building contractor is not made a sub-developer merely by carrying out construction work.
Official source: Law No. 6 of 2019 on Jointly Owned Real PropertyCan a master developer also build and sell its own project?
The role distinction does not mean every component must be handed to another developer. Check the exact DLD project record and sale agreement to see whether the master developer or a sub-developer is the registered seller/developer for that project.
Is buying from a master developer always safer?
No. The label alone does not prove contract quality, delivery, construction quality, price or return. Verify the exact seller, project status, escrow, approvals, title or Oqood record, charges and contract obligations.
Official sources: Project Status Enquiry · Verify Title DeedWho manages a Dubai master community after completion?
For master-project common facilities, Law No. 6 of 2019 places management and maintenance with the master developer and requires outsourcing to a management company under a written agreement approved in advance by RERA. Building common parts can have a separate applicable management entity.
